William “Billy” or ”Junior” Ross Fox, Jr. was born February 16, 1981 in
Westminster, Colorado to William (Bill) Ross Fox and Rose Jean Hargrave. Billy
lived a passionate life and died January 28, 2023 in Riverside, CA at the age of
41.
Billy is survived by his beloved parents Bill and Rose, loving brothers and sisters
Kevin and wife, Shawna, Timothy, Stephanie and husband, Neal, and Margaret
and wife, Carina, as well as nieces and nephews Tyson, Morgan, Crevan, and
Daragan. Billy was part of a large extended family including, Aunts and Uncles,
Mark Fox and wife, Lisa, Mary Margaret Wood and husband, Doug, Robert Fox
and Jen, Virginia Fox-Meade, Randy Fox, Mary Fox, Frank Lombardi, John and
wife, Lisa Lombardi, as well as cousins, Lisa Fox Mitchell, Jessica (Nate)
Meshberg, Kathryn Fox, Lori (Justin) Hatcher, Ryan (Karissa) Fox, Edward Fox,
Kelli (Andrew) Logan, Dillon Fox, Corey Fox, Tara Fox, Joey Fox, Colin Fox,
Kathleen Wood, Addie Fox, Thomas Wood, Robert Wood, Harper Fox, Jameson
Fox, John Lombardi Jr, Steven Lombardi, James Lombardi, Jennifer Lombardi,
Frank Lombardi Jr., and many other family members, all very special to him.
Billy was raised in Grand Junction, Colorado and attended Grand Junction High
where he made many lifelong friends. For Billy, a friend made was a friend for
life, and no one came off his list, not even when they came out with caller ID.
Billy had the biggest heart and would do anything for the people he loved. He
never met a stranger, and could strike up a conversation with anyone, even as a
young child.
After high school, Billy moved to California to work with his brother Kevin as a
laborer standing up concrete buildings. Billy’s street smarts and his natural ability
to form relationships, combined with his boundless energy, helped him to quickly
move up into running full build-outs. At age 19, he was the lead superintendent
for WR Layne, performing build-outs of Cold Stone Creamery’s all over southern
California. Billy advanced into managing full grocery store remodels, and was
especially proud of a Home Depot he built, ground up, in El Cajon. Billy would tell
you about the concrete trucks he’d lined up for miles and how the project’s entire
slab was poured in one day.

Billy was a connoisseur of good food, well all food really. He knew exactly how
he liked his steak prepared at a 5-star restaurant, and equally, would give just as
detailed instructions at a McDonalds’ drive-thru, “Extra cheese, extra toasted!”
Billy loved life, never letting a day pass that could be bolstered by a good story.
Any day with him was guaranteed to be entertaining, exhausting and full of
laughs. Billy loved to laugh with the people he loved. He lived his life with a rare
passion and adventurous spirit – riding in Glamis with family; trips to Lake Havasu
with his brother Kevin; exploring Thailand with Bray; parasailing in Mexico with
his mother, Rose; traveling to Spain with his sisters, Margaret and Stephanie;
and attending festivals with friends, Trever and CJ.

And, by knowing Billy you know how easily he could recite music lyrics, movie
quotes, and how he had the innate ability to inject the perfect quote at the perfect
moment. Anyone that ever missed a call from Billy knows just how skilled he was
at inserting a favorite movie line in a voice message left on an answering
machine. He loved movies, music and his trucks, but most of all Billy loved his
people. In all he did, he had the purest intent to bring joy and laughter to the
people he loved so much.
Billy will be missed for the depth and breadth of knowledge that he shared with
others daily. He truly was a connoisseur of life. He was curious, knowledgeable,
and skilled in so many ways of living and being. As a source of happiness, love,
and so much fun, Billy’s legacy will live on through friends and family who share
cherished memories with him. His family encourages you to share those
memories and carry Billy in your hearts, daily.
A visitation for Billy will be held Saturday, February 4th, 2023 from 4-5:00 p.m. at
England Family Mortuary, Inc., located at 27135 Madison Ave, Temecula, CA
92590, followed by a celebration of life from 6-10:00 p.m. at the home of Kevin &
Shawna Fox, 41410 Calle Encantado, Temecula, CA 92591.

  5. I’m saddened! I had so many fun conversations with Billy and had the opportunity to meet up with him in 2 different occasions! Super cool and fun dude! After learning of his passing I’m deeply devastated and so very sad! I will never forget and I will hold all of my memories with him deeply within my heart! My heart and love goes out to his loved ones and family!!!!!
